Add a change order after quantities were already entered
The bid item keeps its history; the change order carries the extra.

Steps
- Add the change order with the added quantity (or the new work) as its own item, even when it is the same pay item as one in the bid.
- Log future quantities for the extra work against the CO item. Entries already logged on the original item stay where they are.
What it affects
- The original item still shows its bid quantity and whatever was placed against it; the overrun stops looking like an overrun once the CO item absorbs the rest.
- The next application lists the CO item under the change order and the summary table picks it up.
